MINUTES OF THE WOODHALL SPA PARISH COUNCIL PLANNING COMMITTEE MEETING HELD ON TUESDAY 4th JUNE 2019 AT 2.30PM IN THE COUNCIL CHAMBER, STANHOPE AVENUE

PL/1/6/19
To elect a Chairman
It was proposed, seconded and unanimously resolved to elect Councillor David Clarke as the Chairman of the Planning Committee

Chairman’s comments
The Chairman made no comments.

Apologies for absence with reason given
No apologies had been received by the Clerk prior to the meeting.

PL/4/6/19
Declaration of Members’ interests in accordance with the Localism Act 2011
(Disclosure by all members present of disclosable pecuniary interests in matters on the agenda that have not already been declared on their Declarations of Interests form or put in writing to the Monitoring Officer at East Lindsey District Council)
No declarations were made.

To consider requests from members for a dispensation on any items on the agenda (In accordance with the Localism Act 2011 the Parish Council has the authority to grant any members present a dispensation on their disclosable pecuniary interest so that they may take place in the debate and vote).
No requests were made.

PL/6/6/19
To review the Committee’s Terms of Reference and propose any changes for the next full Council meeting.
It was proposed, seconded and unanimously resolved to accept the terms of reference of the Planning Committee as they are with all Councillors forming the Committee until there are more Councillors co-opted onto Woodhall Spa Parish Council.

PL/7/6/19
To approve the notes from the Planning Committee Meeting held on 2nd April 2019 as being a true record of the meetings
The Chairman approved the notes as the minutes. The four other Councillors abstained from voting as they were not present at the April meeting.

Reports from Clerk and Councillors on matters outstanding and actions arising from the minutes
Members of the public have been complaining to the Clerk regarding the low level branches on the Lime trees along Witham Road and Stixwould Road. The Clerk has reported this via Fixmystreet.com

PL/9/6/19
To preview the application S/215/00703/19 – Land off Clinton Way, erection of 10 dwellings in total, prior to the Full Council meeting where a resolution to support or object will be made.
The Committee took time to look at the application in detail in preparation of the Full Council meeting where Council can ask questions directly of the developers prior to making their decision.

To consider and respond to proposed trees works application EZY/0057/19/TCA – 11 Tor O Moor Road. To fell two Spruce and one Lime tree and reduce one Oak, one Laurel, one Yew and one Ash
The Committee considered the application but made no comment, leaving the decision at the tree officer discretion.

To consider and respond to proposed tree works application EZY/0062/19/TCA – The Brambles, 9 Cromwell Avenue. To fell to ground level one Cypress and two Sycamore trees
It was proposed, seconded and unanimously resolved to support the felling of T1, however the Committee did not support works to T2 and T3 as they are not on the property of the applicant.

To consider and respond to proposed tree works application EZY/0060/19/7CA- Heatherfield, The Broadway. To reduce one Birch tree. 
It was proposed, seconded and unanimously resolved to support this application.

PL/13/6/19
To consider and respond to a communication from ELDC Planning Department, Town and Country Planning Act 1990, Paragraph 8 (1) to Schedule 1, notifications to Parish & town Councils regarding electronic communications
The Committee’s response was that they do wish to be kept informed electronically and would still like to be included in the consultation process.

To receive the East Lindsey District Council Planning and tree application decisions made since the previous meeting: 

The following applications have been granted Full Planning Permission

S/215/00459/19 – Woodbine Villa, Alteration to the existing detached garage to include raising the roof
S/215/00405/19 – The Duck Ponds – Sandy Lane, erection of 6 holiday cabins

PL/15/6/19
To note the appeal for S/215/01854 – Land adjacent to Gardener’s Cottage, erection of 1no. detached house, 1no. detached bungalow and construction of vehicular and pedestrian access and resolve whether to modify or withdraw previous comments
