MINUTES OF THE WOODHALL SPA PARISH COUNCIL MEETING HELD ON TUESDAY 16th JULY 2024 AT 7.00PM AT THE COUNCIL OFFICE.
Public Forum
15 members of the public were present. The majority were there to object to a planning application on Witham Road. Their comments were duly noted. This was also an agenda item at the meeting.
The other main issue raised was the location of the proposes puffin crossing on Tattershall Road, also on the agenda.

FC/1/7/24 Opening comments from the Chair
The Chairman thanked Councillors Peg and John Sanderson for all their efforts in planting up the flower beds in Royal Square gardens.
FC/2/7/24 Apologies for absence with reason given
All Councillors were present except for Councillor Williams. No apologies had been received prior to the meeting.
FC/3/7/24 Declaration of Members’ interests in accordance with the Localism Act 2011

It was proposed, seconded, and unanimously resolved to accept the notes as a true record of the meeting and adopted as the minutes.
FC/6/7/24 To receive a report from Lincolnshire County Council & East Lindsey District Council
LCC Councillor Bradwell was interested in the opinion regarding the proposed Puffin Crossing.
ELDC Councillor Leyland was interested in the Puffin Crossing and also the Witham Road planning application.

a) To note the bank reconciliation
The bank reconciliation of £106,376.60 as of 30.06.24 was noted.
FC/8/7/24 To receive a further report from the Christmas Lighting Working Group and resolve action and expenditure
Councillor Etches updated the council on the progress made with the landscape contractor at Bainland who would wrap the trees at Royal Square. Samples of lights, trees and garlands have been ordered, if suitable they will be ordered in September.
FC/9/7/24 To consider an update regarding the village walk around in May with LCC and WSPC
Councillor J Sanderson went through the report previously distributed to councillors.
Cllr Bradwell supported a request for an assessment on the speed limits on Horncastle Road.
WSPC stressed the importance of a speed reduction to 30 mph on Stixwould Road due to the increasing number of pedestrians in the area.
FC/10/7/24 To comment to LCC regarding the proposed Puffin Crossing on Tattershall Road
The proposal of the Puffin Crossing was welcome; however the location is required to be moved further away from the roundabout and closer to the Sainsburys entrance.
FC/11/7/24 To note the Millennium Garden Tree Survey and resolve action and budget regarding the Goat Willow
It was proposed, seconded, and unanimously resolved to instruct Arborglyph to fell the tree at the price of £1245 including traffic management once authorisation has been confirmed by the ELDC tree department.
FC/12/7/24 To receive an update regarding Royal Square
Councillors P and J Sanderson updated the council on the progress regarding planting of the gardens.
FC/13/24 To consider ELDC/WSPC options for village WC
Councillor Leyland explained that ELDC have funds to upgrade the facilities, repair the roof and remove the asbestos. The works could be completed by ELDC.
With that in mind, and recent consultation identifying that some local residents were reluctant to see the existing building go, it was proposed, seconded, and unanimously resolved to initiate the works.
FC/14/24 To consider the future of the dog walking situation at the cricket club and resolve action
It was proposed, seconded, and unanimously resolved to request the dog warden to attend more frequently as it is untenable for WSPC to appoint and employ a PSPO operative with ongoing legal costs.
FC/15/7/24 To consider opening a Co-Operative Saving Account with a budgeted transfer amount
It was proposed, seconded, and unanimously resolved to open a 35-day notice account and a 95-day notice account with the Co-operative Bank and transfer the full amount from the Hampshire Trust bank into the 95-day account.
FC/15/7/24 Planning Matters
a) To consider and respond to Planning Application S/215/02030/23. Amendment to the original application.
LOCATION: E SKINNS LTD, WITHAM ROAD, WOODHALL SPA, LN10 6QX
It was proposed, seconded, and unanimously resolved to object to this planning application due to noise generated by loud music sessions, insufficient parking facilities for staff and members, access/egress onto Witham Road, light pollution on storage containers, inappropriate site for such an activity.
b) To consider and respond to Planning Application S/215/00941/24. Erection of vehicular and pedestrian access gates with a maximum height of 1.65 metres.
LOCATION: BRAMLEYS, 9 CROMWELL AVENUE, WOODHALL SPA, LN10 6TH
It was proposed, seconded, and unanimously resolved to object to this planning application due to the design and materials used, non-conforming to Article 4 in the conservation area.
c) To consider and respond to Planning Application S/215/00981/24. Erection of a fence to a maximum height of 1.8m.
LOCATION: 139 WITHAM ROAD, WOODHALL SPA, LN10 6RB
It was proposed, seconded, and unanimously resolved to support this application on condition that the fencing relates to the style on the opposite side of the road.
d) To consider and respond to Planning Application S/215/01000/24. Extension to existing dwelling to provide a replacement porch.
LOCATION: FRIESTON HOUSE, 1 VICTORIA AVENUE, WOODHALL SPA, LN10 6TY
It was proposed, seconded, and unanimously resolved to support this application.
e) To consider and respond to Planning Application S/215/01006/24. Change of use of part of existing dwelling to provide childcare on domestic premises (CoPD) business.
LOCATION: 9 SPA ROAD, WOODHALL SPA, LN10 6PZ
It was proposed, seconded, and resolved by majority vote to object to this application due to inappropriate location of a business in a residential area, insufficient parking for staff or users of the service. Insufficient amenities to offer to service users and staff. Traffic concern regarding drop off and collection times of children to the facility in an already congested road.

It was proposed, seconded and unanimously resolved to hold a Planning Committee meeting at the date circulated in August.
