INUTES OF THE WOODHALL SPA PARISH COUNCIL MEETING HELD ON TUESDAY 21st JANUARY 2025 AT 7.00PM AT THE COUNCIL OFFICE.
Public Forum
One member of the public had concerns regarding access from the new development, Hodgkin Gardens, regarding the line of sight on entering Tattershall Road. To some extent the sightline is obstructed by the hedgerow and signage. Concern was also expressed regarding the traffic speeds along Tattershall Road, and a request was made as to whether LCC Highways be approached to reduce the speed to 30 mph along the length of Tattershall Road.

FC/1/01/25 Opening comments from the Chair
The chairman welcomed everyone to the meeting. He informed the Council that the speed camera information had been downloaded, except for Horncastle Road.
FC/2/01/25 Apologies for absence with reason given
Apologies from Councillors Gammage, Eborall were noted and accepted as were apologies from District Councillor Leyland and Kemp.
Apologies from Councillor Kisubika had not been received.
Cllr Peg Sanderson has tended her resignation.
FC/3/01/25 Declaration of Members’ interests in accordance with the Localism Act 2011
(Disclosure by all members present of disclosable pecuniary interests in matters on the agenda that have not already been declared on their Declarations of Interests form or put in writing to the Monitoring Officer at East Lindsey District Council)
No disclosures were made.
FC/4/01/25 To consider requests from members for a dispensation on any items on the agenda (In accordance with the Localism Act 2011 the Parish Council has the authority to grant any members present a dispensation on their disclosable pecuniary interest so that they may take place in the debate and vote)
All Councillors completed a dispensation form to set the precept.
FC/5/01/25 To receive the draft notes from the Full Council Meeting Tuesday 17 December to be approved as the minutes
It was proposed, seconded, and unanimously resolved to accept the notes as the minutes.

b. To note the bank reconciliation
The bank reconciliation of £78,929.71.83 as of 31/12/2024 was noted.
c. To consider the latest draft information regarding the 2025 budget in preparation of setting the precept
It was proposed, seconded and unanimously resolved to accept the budget figures.
FC/8/01/25 To set the 2025/26 Precept
It was proposed, seconded and unanimously agreed to increase the precept by 3.5% to £92,682.18
FC/9/01/25 To consider removing the following items from the asset register and resolve action to donate, sell or scrap:
a) Old Christmas tree lights and cables
b) Old black and white HP printer
c) Brother colour printer
d) Old redundant not working P.A. System
e) Old redundant projector
f) Old Laptop
It was proposed, seconded and unanimously approved to dispose of the above items and remove from the asset register.
FC/10/01/25 NOTICE OF LOCAL PUBLIC INQUIRY – 12 MARCH 2025
LINCOLNSHIRE COUNTY COUNCIL
HIGHWAYS ACT 1980, SECTIONS 118 & 26 (AS AMENDED)
EXTINGUISHMENT OF WOODHALL SPA RESTRICTED BYWAY 1125 AND CREATION OF PUBLIC BRIDLEWAY 1207 – information displayed
The Chair shared information from the Heritage Committee regarding the background of the above inquiry. The Council had no issue with the information.
FC/11/01/25 To consider the proposed Zebra Crossing - Tattershall Road, Woodhall Spa and form a response
The Council agreed that a Zebra crossing was needed but they were unanimous that it was not sited in the most appropriate location.
It was proposed, seconded and unanimously agreed to arrange a meeting with a Highways representative to discuss a more appropriate siting for the Zebra crossing.
FC/12/01/25 To note correspondences from local residents regarding issues with traffic, speed, pedestrians and accident on Tattershall Road and resolve action
The Council have received numerous complaints regarding speed, visibility entering Tattershall Rd from the new developments which had been communicated to LCC.
Whilst the speed data the Council have indicates that average speeds were acceptable, speed is still perceived to be an issue. Councillor Etches had tried to set up a meeting with Highways to discuss this issue but was still awaiting a response. It was proposed, seconded and unanimously agreed for Councillor Etches and Sanderson to lobby Councillor Bradwell for a meeting as a matter of urgency.
FC/13/01/24 Planning Matters
To consider and respond to Planning Application
S/215/01914/24 Extension and alteration to existing dwelling to provide additional living accommodation.
LOCATION: 26 Heather Close, Woodhall Spa, LN10 6YD
It was proposed, seconded and unanimously agreed to support this application.
S/215/00034/25 Section 73 application to vary condition no.19 (detailed scheme for pedestrian improvements) previously imposed on planning permission ref.no.S/215/01157/17 for the Outline erection of approx.. 250 no.dwellings.
LOCATION: Land off Gleneagles Drive, Woodhall Spa
It was proposed, seconded and unanimously agreed to object to this application due to the location of the proposed crossing.
