DRAFT MINUTES OF THE WOODHALL SPA PARISH COUNCIL PLANNING COMMITTEE MEETING HELD ON TUESDAY 2nd FEBRUARY 2021 AT 2.30PM

Chairman’s comments
Councillor Clarke resigned as the Chair of the Planning Committees, effective after the meeting.

Apologies for absence with reason given
Apologies from Councillor Ayling were noted and accepted. 

PL/3/2/21
Declaration of Members’ interests in accordance with the Localism Act 2011
(Disclosure by all members present of disclosable pecuniary interests in matters on the agenda that have not already been declared on their Declarations of Interests form or put in writing to the Monitoring Officer at East Lindsey District Council)
No declarations were made.

To consider requests from members for a dispensation on any items on the agenda (In accordance with the Localism Act 2011 the Parish Council has the authority to grant any members present a dispensation on their disclosable pecuniary interest so that they may take place in the debate and vote)
No requests were made.

To approve the notes from the Planning Committee Meeting held on 12th January 2021 as being a true record of the meetings
It was proposed and seconded to approve the notes as the minutes. 

PL/6/2/21
To consider and respond to planning application: S/170/02237/20 – REEDSBECK FARM, SANDY LANE. Change of use, conversion of, alterations and extension to the existing outbuildings to provide 1no. holiday let.
The Committee made no comments as this application falls outside of the parish boundary. 

PL/7/2/21
To consider and respond to planning application: S/215/02236/20 – WATERLOO FARM, MONUMENT ROAD. Change of use and conversion of the existing outbuilding to form 1no. holiday let.
It was proposed, seconded, and unanimously resolved to object to this planning application as the structural survey and ecological report supplied as supporting documentation are 5 years out of date. 

PL/8/2/21
To acknowledge the resignation of WSPC Tree Warden, consider the absence of input from the Tree Group and the impact on the Planning Committee.  Consider and resolve options going forward 
The Clerk, upon receiving the resignation from the tree warden, thanked him for all his efforts over the numerous years he had given as a volunteer member of the tree group.
WSPC had not received any recommendations from the tree group in quite some considerable time, it was agreed to put it to the Full Council if a replacement tree group should be founded.

PL/9/2/21
To consider and respond to tree works application EZY/0004/21/TPA – 18 HEATHER CLOSE.
G2 – 4 Oak & Ash – (T1 and T2 on plan) Oak – Lift lower canopy by approx. 7m and reduce lateral limb growing towards shed and property by 1.5 – 2m. 
It was proposed, seconded, and unanimously resolved to support this application.

PL/10/2/21
To receive the East Lindsey District Council Planning application decisions made since the previous meeting: 

The following applications have been granted Full Planning Permission

S/215/01912/20 – Land off Manor Drive – Erection of 1no. pair of semidetached bungalows. 

The next Planning Committee is scheduled for Tuesday 2nd March 2.30pm via ZOOM.
