MINUTES OF THE WOODHALL SPA PARISH COUNCIL PLANNING COMMITTEE MEETING HELD ON TUESDAY 2nd MARCH 2021 AT 2.30PM

PUBLIC FORUM
One member of the public was present, an issue was raised about a bespoke consultation to capture local opinion. This was an agenda item and would be discussed in full at item 11. Having attended the NHDP he registered an interest at this point to be more involved with the development of the plan.

Election of the Planning Committee Chair until May 2021
Councillor Needham was proposed, seconded, and unanimously voted in as the Chair of the Committee until May2021.

Apologies for absence with reason given
Councillor Ayling was not present, apologies had not been received.

Declaration of Members’ interests in accordance with the Localism Act 2011
(Disclosure by all members present of disclosable pecuniary interests in matters on the agenda that have not already been declared on their Declarations of Interests form or put in writing to the Monitoring Officer at East Lindsey District Council)
No declarations were made.

To consider requests from members for a dispensation on any items on the agenda (In accordance with the Localism Act 2011 the Parish Council has the authority to grant any members present a dispensation on their disclosable pecuniary interest so that they may take place in the debate and vote)
No requests were made.

To approve the notes from the Planning Committee Meeting held on 2nd February 2021 as being a true record of the meeting. It was proposed and seconded to approve the notes as the minutes.

To consider and respond to planning application: S/215/00083/21 – 14 Heather Close. Extension and alterations to existing house to provide a living area and utility room. 
It was proposed, seconded, and unanimously resolved to support this application.

PL/7/3/21
To consider and respond to planning application: S/215/00223/21 – 7A Horncastle Road. Extension to existing dwelling to provide additional bedroom space and a re-arranged entrance porch.
It was proposed, seconded, and unanimously resolved to support this application.

PL/8/3/21
To consider and respond to planning application: S/215/00190/21 – Fairmead Court. Extension to the existing ground floor flat to provide a garden room.
It was proposed, seconded, and unanimously resolved to support this application.

PL/9/3/21
To consider and respond to tree works application EZY/0014/21/TCA – Street Record, Bennett’s Mill Close.                          
T1 – Oak – Reduce branches on the house side of the tree from 10m to 5m.
T2 – Oak – Fell. Leaning badly and in poor condition
The Committee had no comments to make regarding this application and would be led by the tree officer’s response.

To consider and respond to tree works application EZY/0020/21/TCA – Our Lady and St Peters Catholic Church, Cromwell Avenue
T10 – Sycamore – Fell, potential danger to neighbouring property
It was proposed, seconded, and unanimously resolved to support this tree works application.

PL/11/3/21
To consider and respond to a correspondence from a Mill Lane resident requesting a bespoke public consultation to capture local opinion
After some discussion following on from the public forum it was proposed, seconded, and unanimously resolved to include the bespoke consultation as part of the progressing NHDP and not hold a separate consultation.

To receive the East Lindsey District Council Planning application decisions made since the previous meeting: 

The following applications have been granted Full Planning Permission
S/215/02276/20 – Ashdown, Cromwell Avenue – 10no. roof lights. 

The next Planning Committee is scheduled for Tuesday 7th April 2.30pm via ZOOM.
